Most Brighton and Hove councillors, including leader Ken Bodfish, will not get an allowance rise this year.
An independent review body is recommending rates stay largely the same as last year.
Changes will be designed to reflect Brighton and Hove City Council's new committee system.
The allowances are expected to be endorsed by the policy and resources committee at Hove Town Hall on April 17.
Basic allowances for each councillor would stay at £8,000 a year. Allowances for special responsibilities are broadly similar.
The leader's special responsibility allowance would stay at £22,000.
Allowances for the leader of the main Tory opposition party would stay at £10,000. Leaders of minority opposition parties, Greens and Liberal Democrats, would get £2,500 instead of £2,000.
Councillors who chair planning and housing management committees would get £5,000 instead of £2,000.
