Brighton and Hove's Liberal Democrats have called for a referendum on setting up a city tramway system.
They say trams could be the answer to congestion and want the issue put to the people in May 2003.
The Lib Dems want to see a council-led study into trams, funded by the proceeds of parking tickets.
Group leader Paul Elgood said: "We are making a clear policy commitment to residents of pursuing a radical policy for the introduction of trams in the city.
"This is all about returning Brighton and Hove to the pedestrian.
"Transportation is the number one issue facing our city centre and trams would be the only effective solution.
"We have to act to deal with the gridlock in the city centre in the interests of residents and businesses alike."
