Who is the person with a pea-sized brain at Brighton and Hove City Council who, despite the fact it "has no money to waste", saw fit to install speed humps in the one-way circuit in Rottingdean where, even during non-busy periods, it is difficult to exceed 5mph?

I am 81 years old and spent 12 years as a pilot in the RAF during the Second World War and after.

As a single widower pensioner, I pay £19 a week rates and object strongly to my money being wasted.
