Sussex could be divided into six skill zones under proposals to transform education and training provision for over 16s.
The zones would be broadly centred on Brighton and Hove, Crawley and Gatwick, Chichester, Worthing, Hastings and the central part of East Sussex.
They would have a wide catchment area.
Eduction officers, college principals and training providers are being consulted on the zones, which are aimed at improving skills throughout the county.
Sussex Learning and Skills Council has spent six months reviewing provision for education and training for over 16s.
The results of the analysis will determine how the council spends its £140 million annual budget for funding colleges, sixth forms and training providers.
Executive Director Henry Bell said: "Our aim is that by 2010, young people and adults in Sussex will be as highly-skilled and qualified as the best in the world."
The strategy will be published in April.
