Government job schemes should be restructured, with employers becoming more involved in drawing up the programmes, according to a report.
Existing programmes should be turned "back to front" so they start with employers and their recruitment needs, then train jobseekers.
The report, from think tank Demos for employment group Reed, said the New Deal jobs scheme had been a success but employers should be at the heart of future programmes if they were to be improved.
