Airport bosses want to increase the number of planes using the runway every year.
Shoreham Airport is limited to 75,000 aircraft movements a year under an agreement with West Sussex County Council.
But a report to the airport committee says: "The current trend in movements shows an increase in demand and the limit has been exceeded for the last two years."
After talks with the county council and Adur District Council, the committee commissioned an environmental impact study. This showed there would be little impact if there was a slight increase in the number of planes using the airport.
Now the committee is likely to put in a planning application to vary the current agreement with Adur and increase the number of movements. A figure has not yet been agreed but the current number of annual movements is 82,000.
Airport chairman Mike Middleton said: "We haven't yet got a figure in mind."
