Karl Trott was visiting his grandparents in Cowley Drive, Woodingdean, Brighton, and had just got off a bus at 1.30pm when yesterday's accident happened.
The driver of the silver F-registration Peugeot slowed but then sped away.
Karl's mother Dawn, of Drove Crescent, Portslade, said: "I don't blame the driver for the accident but I am very angry he did not stop."
Karl, a keen basketball player who attends Portslade Community College, was with two friends, who rushed to his grandparents' home to raise the alarm.
