Horsham have regained their place in the British League premier division.
Veteran Terry Haley was the top scorer with six wins during the final weekend session at Slough.
Captain Adrian Moore, who collected five wins, said: "This has been a roller-coaster season for the team but we got there in the end."
Brighton University have won promotion to the first division after winning three matches that included a 6-2 victory against the Horsham second team.
Crawley are through to the quarter-finals of the men's national team event the Wilmott Cup after defeating Hastings 5-3, Aldershot 5-2 and Sutton 5-1.
