I have a flat in Hove which is not habitable and the council's environmental health department have told me I cannot let the premises until it is.
However, the same council has used powers under the Local Government Act 2003 to abolish all discounts.
It is unreasonable to expect me to pay full tax when I'm prevented from letting the property.
