JobCentres and social security offices remained closed yesterday as civil servants staged a 48-hour stoppage.
The Regent JobCentre in Upper North Street, Brighton, and the Phoenix Job Centre in West Street, Brighton, were among those affected.
The Department of Work and Pensions (DWP) said the JobCentre and social security offices in Eastbourne were the only other Sussex offices which did not open.
However, the Public and Commercial Services Union (PCS) said JobCentres in Lewes and Hastings had also been affected.
There was only a limited service at Brighton's main social security office in Eastern Road, the PCS said.
The national strike over pay has been one of the worst industrial disputes in the history of the civil service.
Gerry Hyde, who chairs the PCS's East Sussex branch, said: "I think people have got to the end of their tether. It is not simply about low pay - it is far more complicated.
"Some of our people are claiming for the benefits they are dealing with. It is absurd."
The DWP said clients had been directed to offices which were open during the stoppage.
Lewes prison and Ford prison, where some administrative and support staff are members of the PCS, were not affected by the walkout.
