Plans are being prepared for a heritage centre when the West Pier in Brighton has been fully restored.
Although planning permission for the restored pier and new shoreline buildings was given in February, work is being held up because of challenges from the Palace Pier.
But the Brighton West Pier Trust and its private sector partner St Modwen hope to get the project underway next year.
Trust chief executive Geoff Lockwood said the centre will include pier displays, which dates back to 1866.
He said: "It will also be the unit organising heritage activities on the pier, such as tours, cultural events and educational programmes, and probably the information centre."
Architects KSS, the Trust and St Modwen have agreed the site would be in arches at the foot of the pier.
Plans have been drawn up to remove remains of the landing stages of Brighton's West Pier.
The stages used to be used for boats to take trippers on outings but started to crumble after the trade stopped.
