I wrote to Brighton and Hove City Council to appeal against a penalty notice given to me while I was away from my car for five minutes to get change for a 20p parking fee.
Return to my car, I found I'd been issued with a penalty charge of £60, or £30 if paid within 14 days.
In my appeal letter I said I would not risk this sum for 20p and had only walked from Ventnor Villas to Church Road to get change.
My appeal was refused and the letter said I should have had change before I parked. So where do you park to get change? Or do you stop for change before entering Brighton and Hove?
Perhaps the council should install change vendors next to pay and display machines?
