In all the furore about Brighton and Hove City Council's chief executive David Panter's entertainments bill, it is surprising that councillors apparently take for granted the idea that his role is to act as the city's "ambassador".

This could explain why there is so much dissatisfaction about the quality of the services provided by the council.

The job of a chief executive is to ensure all the council's departments function in an efficient and well co-ordinated way.

Mr Panter's activities might be appropriate as an elected mayor but the Brighton electorate rejected that idea.
