The Government closed hundreds of residential home beds using stupid legislation which, for example, eliminated any room that had walls one centimetre below a certain length but were otherwise perfect.

Having thus compounded the problem of bed-blocking, where elderly patients' stays in hospital are unnecessarily prolonged, the Government proposes to fine councils that cannot produce an immediate solution.

It was given more than five years in which to save the National Health Service. What a fine mess it has got us into instead.
