I'm a foreign student taking a short English course here. I find English people are allowed to smoke in the street.
I don't know if this situation is only in Brighton and Hove or if all English cities are like this.
In Beijing, China, you are not allowed to smoke in public places, including streets, offices, banks, shops and schools.
I think smoking while walking in the street is very rude for the people who don't smoke and it does harm to other people's health.
Many smokers throw their cigarette butts on to the road, which makes the city dirty and unhygienic.
