Worthing residents may be ordered to put their rubbish outside the front of their homes to stop binmen getting injured.
Refuse bosses are worried about collectors going down rear alleyways to collect bins and hurting themselves on uneven surfaces, debris or overhanging branches.
Now councillors meeting next Thursday, may order a borough-wide inspection of alleyways before deciding what to do.
The council's head of contract services Paul Kempsell, said: "Domestic refuse is currently collected from wherever the householders choose to leave it.
"This is often at the back of property, either in the garden or the alleyway giving access to the rear of the house.
"Over time it has become apparent that the rear alleyways are frequently hazardous. Where the hazard is considered significant, the only option has been to advise the householders with a view to collecting from the front of the house.
"In view of the frequency with which this problem is being reported by the crews, together with the safety implications, it would be sensible to carry out a borough-wide programme of alleyway inspections."
