Here in Chicago, our mayor has decided that people with three tickets and more will have their cars clamped - no excuses.
As it costs big money to have the clamp removed - plus lost time - there are a lot of hopping-mad people at present.
So maybe your garage owner who received so many parking tickets can count his blessings.
