Plans to improve the cleanliness of Worthing town centre have been put on hold.
At a meeting last night, borough councillors agreed to review the matter in November, as part of a "best value" review.
Head of environmental services Haydn Smith said: "There is no spare capacity at managerial or operational level to initiate further reviews of cleansing at this stage.
"Very valuable liaison takes place at regular intervals between environmental services and the town centre manager.
"These are on-the-ground surveys used to determine hot spots where problems have arisen and have largely resolved recurrent difficulties over the years."
In a recent survey, only 50 per cent of people who responded thought street cleaning was up to scratch in the town.
There have been complaints about litter at the junction of High Street, North Street and Lyndhurst Road.
A precinct cleaning machine was introduced and extra manpower was brought in to sweep the streets daily during the summer months.
