Brighton and Hove City Council spent more than £100,000 on improvements to Norfolk Square off Western Road.
One of the aims was to make it more open and attractive so that drunks and vagrants would no longer gather there.
But residents, who presented a petition to the authority, say there are as many drunks there as ever.
They are calling for the ban on street drinking in much of Kemp Town to be extended to their area.
The Kemp Town ban, introduced last year, has been largely successful but it has simply moved the problem into other areas.
Extending it to much of the city will enable police to get rid of the nuisance and there are already places such as the Old Steine Centre where they can be weaned off the booze.
