Council bosses have been asked to investigate large numbers of vans and mobile homes left near a park.
Hove councillor Jenny Langston wants new restrictions to ease traffic problems around St Anne's Well park.
She believes two or four-hour time limits should be introduced in the area to prevent vehicles being left there permanently.
Coun Langston said: "The use of the park by the bowls team and disabled people is already limited because of commuter parking in the area.
"The mobile library has not been able to use its bay because of the vehicles that seem to be permanently parked there.
"The council has been forced to resolve the problem by letting the library to stop inside the park.
"Goldsmid ward doesn't have a residents' parking scheme so limiting parking around the gardens would help ease the problem for park users and residents."
