Brighton has been named as one of the worst places for television licence fee dodging.
It is second only to Southampton in the top ten worst offenders produced by the TV Licensing Authority for the South-East.
Now a list has been published to name and shame the areas in which fee dodgers live.
Inquiry officers, sent to check up on licences, caught 1,562 people in Brighton who were watching television without paying their fees during the past 12 months.
Jane Lodge, the authority's regional communications manager, said: "Evaders in Brighton should hang their heads in shame at these latest figures."
Swindon comes in close behind Brighton, with 1,448 offenders, and then Oxford, with 1,427 people caught.
Outside of the South-East list, east London topped the league for the whole of England with 14,265 licence evaders caught in one year.
Licence fee dodgers face a fine of up to £1,000 if they are caught.
