So Brighton and Hove City Council and NCP are patting themselves on the back over the "success" of the parking scheme.
I would have thought a true gauge of success would have been the issue of no parking tickets at all.
That the council and NCP forecasted the income they would receive from parking fines suggests to me the scheme was never intended to stop car owners parking illegally but, instead, devised as a cash-cow.
