Since responsibility for parking in Brighton and Hove shifted from the police to the council it has caused anger.
One man is preparing to send out a survey to more than 4,000 people in central Brighton to establish the true picture.
Steve Percy agrees there needs to be some sort of system but he firmly believes the current one is wrong.
He hopes his survey will reveal the reality of the situation so he can present the best possible case to the council.
He is to be applauded for his actions because all too often people are quick to moan about the parking but refuse to do anything about it or if they do, their actions are often ill-advised.
But without people like Mr Percy, the system would never be challenged.
More people like him need to take action in a responsible and practical manner to bring about a sensible discussion on how to improve the status quo.
