Here is a little brain teaser for Brighton and Hove City Council: Clean pavements, no litter, no overflowing rubbish bins, no black bin bags split open spewing out stinking filth, no graffiti, no beggars, no drunks.
Or pavements covered in chewing-gum stains and black with grease from fast-food restaurants, rubbish bins full to overflowing, piles of black bin bags, every available surface covered in graffiti, beggars, drunks.
One is London Road, Brighton, and the other is Streatham High Road, London. No prizes for guessing which is which.
Why doesn't anyone care any more about the state of this city?
