With regards to the new parking scheme being implemented in Hove, a recently-returned correspondence from the transportation engineers has left myself and others completely baffled.
A questionnaire had been delivered to all properties in the area and, at the engineers' own admittance, it was agreed the 24 per cent return rate was unusually high.
Good so far, you might think. Not so.
The survey, in their eyes, was statistically unreliable on the grounds it attracted "those with the strongest views", "those with the most spare time" and "those who own a car", surely the people who matter most. Therefore, at the engineers' discretion, a second survey was held.
Yes, you have guessed it. This was run by an independent market research survey (unnamed) and, surprise, resulted in the engineers' favour by 55 per cent to 39 per cent to run the scheme.
If this is democratic policy, no wonder the recent election turnout was at a very low ebb.
