Graham Wiggins, 29, has been working as a laboratory technician in Brighton since 1993.
He earns £15,000 to £20,000 per annum and is paying off a £56,000 mortgage on a three-bedroom house in Brighton.
He said: "For the last few years it seems every time there's a Budget I lose out.
"The introduction of tax relief for cars with engines less that 1100cc was annoying because my Fiat Punto was just over the bracket.
"But this time I am seeing a difference as my car's engine within the 1500cc specified for reduced road tax.
"This is excellent and combined with the drop in petrol price I am happier than after previous Budgets.
"The petrol costs are still too high and motorists are paying too much tax but this is a step in the right direction."
Graham drinks about ten pints each week and enjoys the odd spirit.
He said: "It would have been nice to see duty come down a bit but a fixed rate is better than a hike.
"As a non-smoker I still feel raising tobacco prices is bad, fuelling the black market and instead of raising more revenue it actually leads to more people turning to other non-taxable sources."
The Budget has given Graham an extra £10 a month in his pocket.
