It really is a shame the way the council allows some areas to turn into slums. This has happened in the street where I live: Chapel Street, Kemp Town.

I think the council should pass a bylaw compelling private owners to paint over graffiti within a day or two of it appearing. That way the graffiti artists would move on to genuinely derelict areas.

Also the council should remove any graffiti from its own buildings and car parks before things get out of hand.

When I moved to this street five years ago, there were no graffiti markings. Now there are more than 50.

Add to this the fact that the council rarely clean the car parks (one of them is never cleaned and has become the local furniture dump) and you have a slum in the making.
