I wrote to Brighton and Hove Council in December 1998 complaining of a bright light shining into my room from a building opposite my home.

The reply from the director of housing said: "Other people living in the road had also complained, but I regret to say that after having spoken with the council's electrical engineer, no alterations to the lights in the road will be made."

I noticed in May this year some changes were made to some of the lights in the road. These changes were made long before I read in this paper (August 10) a judge had ordered the council to do something about the lights.

Isn't this an admission the changes could and should have been made when I complained two years ago?
