Couldn't a super casino be a way of turning the West Pier site into a positive asset to Brighton and Hove and contribute to city hall's coffers?
At some point, the city council will have to deal with the pier and the cost will fall to council tax-payers.
It should grant outline planning permission for redevelopment as a super casino and offer out to tender what is at present an eyesore.
The pier could be turned into a big asset for the city and a long-term income to offset the council tax.
