The Romans called it panem et circenses. Give the plebs bread and circuses and they’ll turn a blind eye to the skulduggery of the Senate.
So build a stadium costing tens of millions and give the fans vuvuzelas to blow and they will forget the wretched conditions they have to live in.
Never was there a worst example of the misappropriation of funds.
