More than 4,000 residents in Sussex were caught without a TV licence last year.
Annual figures from TV Licensing revealed that 2,600 television owners were fined in East Sussex and 1,800 in West Sussex.
The number of people fined has dropped by around 15% compared to last year.
In Brighton and Hove more than 760 viewers were caught out last year compared to 1,000 in 2009.
