Highly-rated defender Jamie Stevens is staying at Crawley.
The 18-year-old had a three-day trial with Championship side Ipswich Town this week with a view to a permanent deal.
The Championship side agreed to meet Reds' valuation for the young stopper but the deal broke down over the terms of the move.
Evans said: "They were keen to do something but part of that was that he would come back to us on loan.
"He did not want to do that. If he was going to leave here he wanted to do it properly and further his career which is understandable.
"We had a couple of other clubs who came fractions within meeting our valuation but we turned it down."
