The Albion winger is in from kick-off in a crunch qualifier at home to Switzerland at the Amex.
Club mates Jake Forster-Caskey and Christian Walton are on the bench.
That represents promotion for Walton, who was third choice keeper in the 0-0 draw in Bosnia on Thursday.
The FA were informed at short notice that Nathaniel Chalobah was NOT suspended after receving a second booking of the campaign in Sarajevo.
Boss Gareth Southgate had made preparations to cope without the Chelsea man who is currently on loan at Napoli.
However the threshold for a ban has been raised to three yellows so Chalobah fills in for suspended Jack Stephens in defence.
